Vehicle burglaries spike in one neighborhood every weekday between three and five, right when school lets out. Nobody built that pattern. It's already sitting in your CAD, waiting for someone to break it down and ask why. A driver gets a warning for doing 60 in a 40, then gets the same warning again a week later from a different officer who has no idea the first stop happened. A repeat offender turns up as a victim in one report, a witness in another, and a suspect in a third, and nobody connects the three because the records live apart. None of this is a technology problem. It's a decision about whether anyone looks. This session is a direct conversation with the people who build and run the systems agencies use to make that decision every day.
